DRAFT RESOLUTION
1.The Assembly notes with the greatest and broadest concern the documents relating to the overall report on the implementation of democratic reform and the market economy.
2.At the same time, the Assembly expresses concern over the serious state of documentation, the lack of legal order, and the normal functioning of institutions.
3.From the examination of all the materials and discussions, it emerges that the political situation in Albania continues to remain complicated, despite the positive steps taken.
4.The Assembly notes with concern that the political climate is heated and that clashes between political forces are negatively affecting the country's economic and social life.
5.The Assembly insists on the need to respect human rights, fundamental freedoms, and political pluralism, as an essential condition for the country's democratic progress.
6.It is regrettably noted that the phenomena of slander, discrediting political opponents, and the use of hate speech in public life continue.
7.In this context, the Assembly calls for strengthening the rule of law, guaranteeing the independence of justice, and respecting constitutional institutions.
8.The Assembly considers that a functioning market economy cannot be built without a capable administration, without the fight against corruption, and without creating a climate of security for investments.
9.Finally, the Assembly calls on all political forces in Albania to show restraint, responsibility, and willingness for dialogue, so that the country may move forward toward European integration.

THE DEMOCRATIC ALBANCE IN FULL DISREPAIR
This is the end result of the hidden offspring of the Enverian regime.
Since the democratic change arrived, our country has been struck by another phenomenon, just as bad as the one that was overthrown or is to be overthrown in the name of political pluralism: the attempt to drag down every value, intelligence, or civic standing through the action of an ordinary mass, born from the filth of yesterday's dictatorship, which called itself "democratic." Cold in spirit and dark in mind, with the lowest possible understanding of freedom as the violation of others, this mass began by throwing the first stone and presenting itself as the master of the country's destiny.
Instead of building a political and civic culture, people with no connection to true democracy were brought onto the scene, yet through demagoguery, noise, and hysteria they seized the place of free speech. They were proclaimed the people's tribune, but often they were only spokesmen for ignorance and primitive revenge.
This phenomenon had serious consequences in Albanian public life. In the name of pluralism, figures of culture were denigrated, honest people were smeared, institutions were destroyed, and a spirit of cynicism and slander was raised. In the name of free speech, speech with value was attacked. In the name of the people, words were spoken against the people themselves.
Today, after three years of experience, it is clearer than ever that this kind of "democratic Albance" was not and is not democracy. It was a remnant of yesterday, masked by new words. It was the outburst of a layer deformed by dictatorship, which does not know freedom as responsibility, but as an opportunity to humiliate others.
The Albanian nation cannot move forward with this spirit. Democracy is not built with slander, moral ruin, and hatred toward every value. It requires institutions, culture, justice, and respect for human beings. Every delay in breaking with this heritage will cost dearly.
The destruction of this pseudo-democracy is a condition for the moral rebirth of the country. Only by removing the falsifiers of freedom from the scene can we save true democracy.

THE STATE CAME OUT OF THE SHELL INTO WHICH IT HAD BEEN FORCED TO ENTER
5,000 million lek in investment from the 6,000 million lek foreign loan for the construction of the highway
It is hardly possible to speak of such an investment from international financial institutions or other sources of financing. Meanwhile, in the road and bridge construction sector, our country needs swift and efficient interventions.
Likewise, investments in urban planning require a new spirit of management, a combination of domestic and foreign funds, and a focus on works that have a direct effect on economic development.
Within this framework, the issue of the highway has also been addressed, for which substantial funds have been planned. The country's economic situation and the need to release productive energies require the state no longer to remain passive, but to come out of the shell into which it had been forced to enter.
A well-oriented investment program would create conditions for employment, improvement of infrastructure, and increased confidence in the Albanian economy.
