At the first meeting on the 15th of this month, which lasted one hour, the Deputy Chairman of the Council of Ministers, Sokoli, gave explanations about this draft, while on the 16th there was a lengthy discussion. This law must be approved or rejected. Likewise, we do not believe that the People's Assembly has a clear understanding of the issue of compensation. Without dwelling on details, let us focus on the social aspect and especially on the consequences it will have. The proposed alternative is: the return of all movable and immovable property of former owners and compensation for the part that is not returned. For this, part of the revenues from the privatization of state enterprises will be used. On this basis it emerges that those who owned large properties will benefit greatly, while the majority of the people, who were not owners, will pay indirectly. This solution favors a minority and burdens the majority of the people with serious economic and social consequences.

What a thing? Such a law that would allow them to give away others’ property?

The sanctity of property?[?] It is an issue that has shaken not only public opinion, but also the political one in the country. If the matter is about restoring justice, one must see to whom and how the property will be returned. This reform cannot be carried out by creating new injustices. It affects the vital interests of broad layers of the population. (Continued on page 12)

ARTICLE 9 This version extends the deadline for submitting requests. According to point 1, the deadline will be until 30 June 1993. ARTICLE 10 In cases where the building stands on someone else’s land, it will be resolved by agreement or through compensation. ARTICLE 11 If the property is occupied by state institutions or has been turned into a public facility, the former owner has the right to compensation. ARTICLE 12 Part of the return of property is linked to its registration and the relevant documents. ARTICLE 13 When a facility is in use by other entities, the procedures are determined by a special decision. (Continued on page 13)

ARTICLE 24 These properties may be rented out or temporarily transferred for use, according to the specified conditions. ARTICLE 25 In the return of agricultural land, its current use and the interests of the community must be taken into account. The trade union movement and the position of the Socialist Party

The organization and current distinctiveness of the trade unions is separated from politics. The pluralism of the trade unions and the distinctiveness of the trade unions is a matter for our society. Trade union organizations are independent; they are not instruments of political parties. However, there must be cooperation, agreement and understanding with political forces that defend the interests of workers. The lack of a law on cooperation, the lack of decision-making institutions and the limited experience of our democracy have created difficulties. This also includes the role of the Socialist Movement for Integration[?] in cooperation with the trade unions and the position of the PSSH regarding their independence and support for the rightful demands of workers.
