ORGANIZED EMIGRATION AND THE NEW GOVERNMENT

- How the Albanian-Japanese agreement was signed during these 10 months - The monarchist state will look at organized Albanian emigration as a reserve labor force, or not? That is the question being asked today of the Albanian public opinion as well. In some govern- ment circles and in some foreign enterprises. Perhaps this question can also be called natural, since the mass emigration of about 25 thousand people that left the ports of Durrës and Vlora in the summer of 1991, mainly for Italy, has not yet been forgotten. The events of that summer created social and economic consequences and traumas that were felt for a long period of time. The migration model that the Italian government is promoting directly through the press and electronic media is completely different from that of a year and a half earlier. 25 thousand manual workers are being sought for the grape harvest for 27 days in areas of southern Italy. Only under the conditions set by the Italian authorities, all those registered in the employment centers in the country sending the contingent, with proper documents, with the specified duration of employment and stay, with transport ensured and accommodation provided, as well as return to the homeland after the work is finished. In these conditions, organized emigration will not resemble the spontaneous and uncontrolled one, but rather a temporary movement of labor, controlled by the host state and by the sending state. In recent years, especially in the framework of efforts to reduce unemployment and secure foreign currency income, there has often been talk of Albania’s inclusion in such seasonal programs. However, it is still not clear whether the Albanian government has a full strategy for this phenomenon, how the rights of workers will be protected, what bilateral agreements exist, and what institutions will be responsible for implementing them. The experience of other Balkan countries shows that organized emigration can serve as a release valve for the domestic labor market, but also as a source of remittances. On the other hand, it can bring dangerous dependency and encourage the departure of the most capable workers. For Albania, which is undergoing a difficult transition, the issue is not only economic, but also social and political. Continues on page 2

The Steering Committee of the Socialist Party in Berat Meets On 25 February the Steering Committee of the Socialist Party of the Berat district held an expanded meeting with the secretaries and chairpersons of the Socialist Party organizations in the district. At the meeting, the platform that will be presented in the party’s higher forums was broadly discussed and approved. The economic and social situation was analyzed, as well as the work of the party structures in the city and countryside. It was said that the situation continues to remain difficult and that the measures for the recovery of the economy are not yet producing the expected results. The participants called for stronger organization, a greater role for the Socialist Party in defending the interests of the vulnerable layers, and better communication with the membership. Even garbage - a leftover nomenklatura?

In the Municipality of Peshkopi there is talk of an unusual decision by the administration: the city cleaning service, which until yesterday was carried out with limited means and with great difficulty, is being made available only for certain areas. Residents complain that entire streets remain uncleaned, while in the center the vehicles are seen more often. According to the complaints, the distribution of containers and garbage carts is also done with incomprehensible preferences. This has increased the dissatisfaction of citizens, who say that even garbage is being treated with nomenklatura logic. If that is so, then this shows that certain old mindsets have not yet been separated from today’s administration. V. SHTATI

The people’s vote must not be squandered

The government has also received from Mr. [K?]ëro the obligation to apply the law equally to everyone. If the promises were to remain only words, then citizens’ trust would also begin to fade. The people need order, work, and justice, not new privileges and irresponsible behavior. If the bodies of the administration continue to act as they did yesterday, then change will remain merely formal. Therefore those who today have taken the helm of the state must set the example of commitment, accountability, and frugality. The people’s vote cannot be considered a blank check.
