— On 29 October 1992, at a meeting of the government of the first government of Albanian pluralism, a majority of the members of the government cabinet that emerged from the elections of 22 March 1992 took an important decision. Introducing a new practice, still unknown to the Albanian administration, the decision was not published as it should have been in the official gazette, but simply appeared in the public media.
This decision stated that the compensation of specialist doctors and dentists for night shifts should be calculated on the basis of a new pay scheme. Knowing that specialist doctors and dentists did not perform night shifts in the usual sense of the word, but merely remained on standby to be called in if needed, the previous state administration had compensated them with a special payment known as the “standby allowance.” The new government decision replaced this payment with payment according to the actual hours of service.
This immediately caused legitimate concern among specialist doctors and dentists. In practice, this meant a significant reduction in their income. Moreover, the decision was taken without any consultation with trade union organizations and without any convincing public explanation.
At a time when the health system was facing major shortages of staff, equipment and medicines, such a measure not only demotivated qualified personnel, but also threatened to further worsen the state of the service.
2. Discriminatory law against women
— The emancipation of women is proclaimed everywhere, yet the real attitude toward them often remains unchanged. At the same time as equal rights are being spoken of, decisions and legislative initiatives are being approved that directly affect women's interests.
Instead of protecting working women and mothers, the new employment and remuneration practice is placing more burden on them, less security and less protection. In many institutions and enterprises, the changes being made are leading to layoffs, wage reductions and restrictions on social benefits.
Women, who make up an important part of the workforce, are being hit twice: as workers and as mothers. The absence of protective policies and clear legislation creates the conditions for silent but widespread discrimination.
3. Rural pensioners receive lower pensions than urban pensioners
— A comparison of the treatment of rural pensioners with that of urban pensioners shows a clear inequality. Pensions in the countryside remain lower, while the cost of living has risen and living conditions have become more difficult.
This social group, which has contributed for decades to agriculture and production, feels neglected. Current policies are not taking into account the effort and hardships of rural life, creating unjust divisions between town and countryside.
4. Privatization violates the constitution
— The privatization process is being presented as a universal solution, but the way it is being implemented raises serious questions. In the absence of transparency and equal criteria, many properties and facilities are being transferred into private hands without sufficient legal guarantees and without protecting the public interest.
If privatization is carried out by disregarding constitutional norms and citizens' rights, then it cannot be called reform, but rather a deformation of the legal order. Any genuine reform must respect the law and be based on democratic oversight.

At one of the recent meetings of the Council of Ministers it was discussed and decided that: The deadlines for the start of implementation of the law “On land” be extended by 4 years, a conclusion that will allow the continuation of delays in procedures, conflicts and uncertainty in the countryside.
Politically, it seems as if there is once again a desire for land to remain an open wound and an instrument of unkept promises. Instead of clarifying ownership and obligations, deadlines are being pushed back and ambiguities increased.

Dear Sirs!
Today, 14 June 1993, we, 50,000 veterans of the National Liberation Anti-Fascist War, on behalf of our organization and the families of the martyrs, hereby request that you reconsider the recent decisions that seriously undermine the figure and dignity of the National Liberation Anti-Fascist War.
Such decisions, which essentially rehabilitate collaborators of the occupiers and call into question the sacrifices of the Albanian people, are unacceptable. Our war was just and has been recognized as such by history, by our people and by the anti-fascist allies.
There can be no moral or legal norm that places on the same level those who fought for the freedom of the homeland and those who served the occupiers. Any attempt to distort this truth is an insult to the martyrs, the veterans and the entire people.
We ask that the high institutions of the state act responsibly and not allow the desecration of national history. Such matters are not only legal, but above all moral and national.
The state party has been split
This, too, is another version of the internal plots behind the withdrawal of the Security[?]. On Saturday, 12 June, at the meeting of the presidium of the Democratic Party, the “unbearable creation” of the state-party was acknowledged. It was a belated but significant admission.
Albania is experiencing the clear consequences of a politicized administration, where the separation between party and state has been blurred. This creates tension in political life and damages public trust in institutions.
If leaders of the majority themselves acknowledge this situation, then the problem is deeper than a daily political debate. A genuine reform of the administration and guarantees of institutional impartiality are needed.

For several days now, someone has been trying to give political developments a language of hatred and division. In his statement, the chairman of the Party of Labour, Muharrem Kupi, sharply criticizes behaviors and attitudes that, in his view, are poisoning the public climate.
He says that the rhetoric used by political opponents is pushing the country toward dangerous polarization. According to him, the country needs calm, dialogue and responsibility, not slander, provocations and unnecessary tension.

We have been waiting so long for this government to promise less and work more. Instead, citizens are facing rising prices, shortages and a general uncertainty about tomorrow.
Mr. Meksi also does not escape criticism for the way the country is being run. Decisions are made without sufficient explanation and political responsibility is being avoided. This cannot go on without causing greater discontent.

Yesterday at around 8 in the evening, the Socialist Party of Albania organized a cocktail reception on the occasion of its second anniversary.
Representatives of the country's parties and associations, the diplomatic corps accredited in Tirana, representatives of the press, etc. had been invited to the reception. Taking part in the reception were the chairman of the Socialist Party of Albania, comrade Fatos Nano, and members of the KPD, ministers and Socialist Party of Albania deputies.
